Job Description:

Barclays Group Centre Financial Control Capital Reporting team is currently in the process of enhancing their Regulatory capability. Reporting into the Head of Capital Reporting, you will be joining a highly efficient and well managed team of regulatory professionals. As a member of this team you will have a key role in managing the Group's Bank of England reporting requirements.


Overall Job Purpose:


Managing the Group's Bank of England reporting requirements which includes:


· Providing a detailed review of the complex Bank of England Returns;

· Providing guidance on Bank of England matters to other areas in the Group (including the OSA and production team based overseas) and potentially managing them;

· Engaging with the external authorities (Bank of England, FSA and BBA) on queries raised or ad hoc requests;

· Dealing with ad-hoc requests from the Group and complex queries or analysis, where their expertise is required;

· Providing project support for change initiatives, process improvements and other non routine activities;

· To ensure that an effective financial control framework is in place and operating in accordance with both internal and external policies and frameworks.



Key Accountabilities


Bank of England Reports 50%%3C/EM>


· Detailed review and sign off of complex Bank of England Returns: BT (Balance Sheet), PL (P&L) and ER (Effective Interest Rates). This involves understanding movements and balances through complex and detailed analytical analysis. This serves two purposes: (1) to confirm balances are correct and posted correctly and (2) form the analysis for Bank of England questions that will invariably arise post submission;

· High level review and sign off of all other smaller Bank of England Returns;

· Detailed review of FSA MLAR return.



Technical 30%%3C/I>


· Act as a centre of excellence for customers providing expert help and guidance on a wide range of complex and difficult subjects. There is the need to apply in-depth technical knowledge, use their experience, understand the potential impact of decisions on other areas and interpret requirements;

· Investigate and resolve the more complex problems/issues and queries liaising with customers, suppliers and other experts as appropriate;

· Keep up to date with subject matter knowledge and best practice in this area;

· Assisting the overseas OSAs and production team with any technical issues;

· Review/analyse implications of Finance projects for own area of expertise.


Change

· Investigate internal accounting and external reporting implications of new and amended accounts for own area of expertise.

· Provide expertise to the planning and research of a variety of change management projects e.g. automations, reductions in timetable, process re-engineering, enhancements etc.

· Assist in actively developing a culture of continuous improvement. Pro-actively review processes/ procedures, requirements etc. on a regular basis, identify areas for improvement and actively drive through the necessary changes.

· Ensure that the integrity of the financial data remains within the highest standards by ensuring that adequate financial process controls are in place.

OTHER


Essential

· Accountancy qualification.

· The jobholder must have substantial directly relevant experience in Bank of England Reporting.

· Experience of a wide range of financial/ management accounting within a Financial Services environment.

· Knowledge of the market and the latest thinking and developments in relevant areas of finance. This is absolutely crucial in this role, as the jobholder is a recognised expert (within the Bank) in the field of financial/ management accounting.

· There is a strong focus on quality and improvement in this role and the need to be adaptable is paramount if the constantly changing customer demands are to be met. The jobholder must have the ability to work under pressure, to very tight time scales whilst at the same time ensuring that the team as a whole produce output of the highest quality.

· The jobholder needs to have the ability to operate effectively alongside senior management and gain their fullest confidence when dealing in all aspects of financial management.


Preferred

· Experience of developing accounting techniques.

· Experience of dealing with complex financial queries and data analysis.

· Experience with Change impact analysis and ability to work across functional boundaries.

· In-depth knowledge of the Bank's financial systems (for example SAP R/3) used within the Group and how they interact with each other.

· Good knowledge of the wider business strategies, priorities and products within the customer business areas.

· Knowledge of the Bank's products, services and policies and/or other specialist knowledge required to undertake the role.

· Thorough knowledge of the Bank's accounting policies and procedures.

· Detailed knowledge of the Bank's financial, costing and management accounting processes and procedures.
