Overall Job Purpose

Senior Business Analyst in the Business Analysis team, capable of acting as deputy to the Business Analyst Manager, translating change mandates into clear business requirements that can be met through process and systems change Proactively identify opportunities to improve operational efficiency by examining and understanding the overall process and business strategy. Make recommendations based on analysis undertaken and support the delivery of process change through the development and implementation of 'to be' processes that address the root causes identified.


Champion and Develop process improvement skills across Pensions Administration (30%)%3C/SPAN>


  • Champion the use of structured process improvement techniques and lead skills development across the Tea

  • Ensure the delivery of a structured programme of process improvement training and accreditation across the team

  • Coach and mentor business analysts and project managers engaged in the delivery of process improvement

  • Deliver presentations and on site training events in order to embed key concepts of process efficiency e.g. Lean, 5s' etc

  • Motivate, enthuse and persuade people to use best practice approaches



Identify opportunities to improve operational efficiency and effectiveness (20%)%3C/SPAN>


  • Proactively identify and investigate opportunities to improve current processes

  • Identify current issues by reviewing process performance MI, scheme member complaints, risk events, incidents and staff feedback and process reviews

  • Apply knowledge of process architecture, creative thinking and analysis skills to translate current process issues into improvement opportunities

  • Present ideas and opportunities to senior stakeholders and line management and lobby for their support

  • Where supported, complete a change mandate and obtain sign-off from the functional head concerned



Assess, validate and prioritise Change Mandates (20%)%3C/SPAN>


  • Review change mandates for completeness and sense check in terms of effort, time, cost and benefits. Liaise with the originator to resolve any ambiguous requirements and obtain additional information as required

  • Ensure the business requirement(s) is clearly articulated, working with the originator and sponsor to ensure a full and consistent understanding

  • Obtain Compliance sign-off of mandates as required

  • In conjunction with the appropriate parties, validate change mandates against the existing process, Pensions Change Portfolio and process architecture. Manage the rejection of non-aligned mandates

  • In conjunction with the appropriate Process Expert, complete an impact assessment and ensure that all impacted business areas/functions/teams are engaged and approvals obtained as required

  • Work with the Project Manager, Sponsor and Originator to develop mandates to the point where the change can be sized and prioritised

  • Size the mandate using predefined criteria

  • Produce recommended priorities for new change mandates using predefined criteria



Identify, develop and implement process changes to address business problems (20%)%3C/SPAN>


  • Where required, support the Project Manager in producing the Project Initiation Document and Business Case(s)

  • Facilitate dedicated process analysis sessions and workshops with representative groups of key business users, to identify the true business requirements and issues



  • Identify the root cause of the requirements identified in the mandate. Where appropriate, use the Six Sigma tools applicable to the Measure and Analyse phase of DMAIC, including 'as is' process mapping, data collection and data analysis

  • Make recommendations, based on the root cause analysis, that are appropriate to the core issues and are translatable for the business

  • Document the business requirements and recommendations using a pre-defined template and format

  • Where appropriate, liaise with the Systems Analyst to ensure that business requirements are understood and sufficiently well defined in order to drive the development of accurate functional requirements

  • Sign off functional requirements for Small Changes and Quick Wins

  • Make rational judgements from the available information and analysis

  • Redesign processes to deliver simplified, common processes to the business that match its true requirements, and address identified issues

  • Liaise with Technical Support and Compliance to obtain approval of 'to be' solutions

  • Liaise with areas outside Pension Administration as the scope the of the change demands, e.g. HR, Finance, group functions etc.

  • Validate solutions through proof reading, piloting, supporting the Project Manager in determining the size, scope and duration

  • Access the impact on BAU of any pilot and liaise with the Portfolio Management Office to schedule any BAU resource required

  • Manage and deliver any UAT needed to support small changes and quick wins

  • Support the Implementation Manager and Project Manager to deliver UAT for projects

  • Support the Project Manager, working with the Training and Knowledge Manager to access training needs and the impact of the change on existing process and procedural documentation

  • Map 'to be' processes and support the Process Expert in making required amends to process and procedural information

  • Manage the implementation of Quick Wins and Small Change. Support the Project Manager in the implementation of Projects



Deputise as lead for the Business Analysis Team (10%)%3C/SPAN>


  • Daily management of a team of analysts with a mix of systems and process expertise

  • Ensure Personal Development Plans are in place for team members and conduct annual and quarterly performance reviews

  • Identify and address training and development needs

  • Manage recruitment to ensure that target headcount with required skills mix is in place

  • Forecast required headcount and manage to budget



Essential


  • Ability to coach and develop staff

  • Business requirement definition and documentation

  • As Is/To Be Process mapping

  • Business process re-engineering

  • Business Process Management Notation

  • Root cause analysis:

    • Data collection

    • Data analysis

    • Workshop facilitation and tools (affinity diagrams, fishbone diagrams, in frame / out frame)



  • Ability to interact with business and IT teams effectively

  • Creative problem solving and thinking

  • Analytical thinking

  • Excellent written communication skills

  • Ability to interact effectively across all levels on an organisation

  • Experience of working on at least three projects and/or on process re-engineering initiatives in a financial services organisation

  • Involvement in at least three projects

  • Trained in project management methodology such as Prince 2 or PMP

  • Detailed knowledge of financial service's products, processes and procedures

  • Pensions process architecture

  • MS Office suite (including Visio and Project)
