The jobholder is accountable to the Director Risk Appetite and Reporting for:


  • Managing and maintaining the Wholesale Credit Risk appetite framework

  • Developing, managing and maintaining Wholesale Credit Risk stress testing capabilities

  • Producing standard and ad hoc reporting and ensure that Clusters practice effective risk reporting

  • Supporting the Wholesale Credit Risk Team in exercising effective oversight of Wholesale Credit Risk across the Barclays Group



Main Accountabilities and approximate time split:

Manage and Maintain the Wholesale Credit Risk Appetite Framework (30%)%3C/SPAN>


  • Support the Director, Risk Appetite and Reporting and the Group Wholesale Credit Risk Director in development of the Wholesale Credit Risk Appetite Framework including :

  • Leading projects to review key elements of the risk appetite framework including Mandate & Scale, Maximum Exposure Guidelines and Country Risk.

  • Undertaking analysis of Barclays portfolios to identify developing /potential areas of portfolio concentration.

  • Work with the Clusters to establish their most appropriate level of implementation of risk appetite below Group level.



Develop, Manage and Maintain Wholesale Credit Risk Stress Testing Capabilities (30%)%3C/SPAN>


  • Quarterly Scenario Testing

  • Develop and manage the architecture and ensure integrity of the scenario testing framework.

  • Contribute to designing new methodologies and sharing best practices amongst businesses.

  • Review, challenge and verify consistency of results, flag concerns and work with businesses to resolve.

  • Communicate requirements to Clusters scenario testing teams (coverage, methodology, report format, etc.).

  • Annual Stress Test

  • Contribute to the development of Group-wide scenarios.

  • Review, challenge and verify consistency of results, flag concerns and work with businesses to resolve.




Produce Standard and Ad Hoc Reporting and Ensure that Clusters Practice Effective Risk Reporting (20%)%3C/B>


  • Work with the Wholesale Credit Risk Reporting Manager to undertake production of a range of ad hoc and regular monthly reporting on the Wholesale Credit Risk portfolios to a range of senior internal and external audiences including the Barclays Board and the FSA.

  • Define and improve risk reporting processes which will facilitate the consistent management and monitoring of exposure to Wholesale Credit Risk at the Group portfolio level and across Clusters.

  • Support Senior Management in maintaining the continual improvement of the external understanding of Barclays' Wholesale Credit Risk issues.

  • Critically review, challenge and analyse Cluster MI. Maintain relationships with other Group Reporting teams and Cluster Reporting teams.

  • Ensure that appropriate MIS and portfolio performance analysis is in place to report on a timely, complete and accurate basis relevant information to Senior Management at Group and Cluster level.




Support the Wholesale Credit Risk Team (20%)%3C/SPAN>


  • Provide support to the Wholesale Credit Risk Director and wider team with a range of activities and ad hoc projects. This currently includes:

  • Working with Group Finance to review Barclays Industrial Classification Codes to support enhanced risk reporting and regulatory compliance.

  • Undertaking conformance reviews of wholesale business areas in order to test compliance with the Credit Risk Control Framework, building on the attestations provided.




Technical Skills/Competencies




  • Knowledge of Risk and Control techniques for Wholesale Credit Risk

  • Understanding and awareness of wholesale credit industry

  • Knowledge of Regulatory requirements, within FSA and also with key overseas regulators e.g. Bank of Spain

  • Facilitation and Negotiation - effective at managing and influencing discussion and debate at a senior level

  • Strong communication and stakeholder management skills

  • Risk, governance, control and assurance techniques


Knowledge and Expertise



  • Knowledge of Risk and Control techniques for Wholesale Credit Risk

  • Understanding and awareness of wholesale credit industry

  • Strong communication and stakeholder management skills

  • Risk, governance, control and assurance techniques



Essential



  • Experience in a senior credit risk function or front line wholesale lending function in a major financial institution with knowledge of credit risk and control techniques, both theory and its application in practice.

  • Knowledge of wholesale credit product lifecycle, structure and value drivers including origination, optimisation, collections and recoveries

  • Exceptional IT skills, particularly advanced Excel/VBA


Preferred



  • Due diligence process for mergers and acquisitions

  • Strong Basel 2 knowledge

  • Understanding of issues and developments in the financial services industry

  • Knowledge of the shape and direction of the Barclays wholesale businesses

  • Knowledge of the Barclays policies in the wholesale Credit markets



Experience, qualifications and other requirements specific to the role

Essential


  • Relevant experience in wholesale banking and risk management roles

  • Previous experience gained in differing credit risk roles



Preferred


  • Graduate calibre

  • Experience in Risk reporting roles

  • International experience

  • Understanding of complex capital markets products
