Description
 
 The ICG Compliance Department is responsible for overseeing the compliance of the ICG and its employees with all regulatory, legal and Citigroup and ICG  policy requirements.  The ICG Compliance Department is divided into multiple units by function or product area.  The activities of the Department include:  giving compliance advice; development of compliance policies and procedures; training employees; monitoring, testing and reporting; and interactions with our banking and securities regulators.
 
Department:
ICG Compliance Training focuses on effectively communicating key rules, laws, policies and procedures to intended audiences, and educating ICG personnel on these rules, laws, policies and procedures.  Additionally, Compliance Training facilitates compliance with regulatory training requirements (e.g., Continuing Education Needs Analysis).
 
Summary of Position:
Responsible for all the technical needs of ICG Compliance Training and acts as a technical liaison with Citi Global Learning Management Team. Manages the technical aspects of training lifecycle for ICG Compliance including varying degrees of training course design (subsequent to training content approval by subject matter experts), development, delivery, deployment and communication. Creates and manages processes for training reporting and training MIS. Responsible for aligning the training deployment requirements and reporting needs with clients' strategic training needs.

Responsibilities:
The principal responsibilities are expected to include:

    * Develop and maintain Compliance Training website using organization wide supported technology such as HTML, FLASH, ASP.NET and SQL Server.
    * Design, and deploy online training (for approved content created and provided by SME's - Subject Matter Experts) into training programs using tools and technology such as Lectora, HTML, Java and Flash.
    * Act as Global Learning Management System (GLMS) Specialist. Understand the functionality of the Learning Management Tool (SumTotal), technical processes and requirements for deployment of training content and reporting.
    * Primary liaison between the GLMS and Compliance Training team, representing Compliance Training to improve GLMS usability and functionality (e.g. reporting enhancements, Web-based training implementation).
    * Manage processes for creation of training solutions - such as templates for online training and reporting - to meet operational, management and professional business needs.
    * Primary MIS liaison for Compliance Training responsible for generating the annual and monthly training metrics using MS-Access, MS-Excel and other analysis and reporting tools.
    * Responsible for generating weekly new hire reports and management escalation reports on mandatory compliance training non-completion.
    * Support ad-hoc reporting by writing queries to access the GLMS database to retrieve data that is not available via standard reporting.
    * Act as a second tier support for Compliance Training helpdesk by identifying technical issues and providing technical solutions or feasible alternatives for user training launch issues.
    * Provide technical support to Compliance Training teams outside of North America for deployment and reporting of global training rolled out by North America.
    * Maintenance of ICG new hires and transfer database for notification and reporting process.
    * Deployment of training programs and reporting on web servers for testing, review and approval by business.
    * Automation of manual processes through development of solutions that could be deployed over VPN (as websites)
    * Evaluate the quality, appropriateness and deployment feasibility of instructional materials such as recorded audio/video files.
    * Communicate the technical requirements and limitations for development and deployment of internal or external vendor programs. Troubleshoot and facilitate issue resolution, by providing necessary technical debugging information for any training deployment issues.
    * Manage vendor relationships in design, delivery and purchase of training programs for technical feasibility and ease of deployment within the organization.
    * Communicate technical issues and negotiate technology alternatives (such as low bandwidth and high bandwidth versions) with training vendors to ensure business unit needs are met.
    * Evaluate vendor performance and screen for appropriate vendors by technology used for training development and its compatibility with organizational infrastructure, reported bug/issue fix turn around and quality of technical support.
    * Maintain relationships with other business units and corporate Learning & Development partners to remain abreast of technical initiatives within various groups of the organization and ensure maximum and effective leverage of available technical resources such as servers for training deployment, technology tools and software licenses.
    * Act as a technical consultant for business initiatives (i.e. due diligence for acquisitions, planning new training product or systems rollouts, etc.) involving Learning Management (such as defining and deployment of regulatory and compliance training for new staff and merging of training history).
    * Responsible for technical documentation of all GLMS functionality used by Compliance Training and our clients.

Qualifications
 

    * Five years proven online/computer-based training experience, or equivalent. Professional training & development experience preferred.
    *
      Bachelor's degree in computer science, MIS, related field or equivalent experience.
    *
      Strong knowledge of graphic, web and computer-based design and applicable systems/programs.
    *
      Strong technical, analytical, organizational, interpersonal, project management and verbal and written communication skills.
    *
      Proficiency with personal computers as well as pertinent mainframe systems and software packages.
    *
      Expertise in MS-Office products (MS-Word, MS-Excel, PowerPoint) required.
    *
      MS-Project, MS-Access, Training Server, various programming languages or other learning management system experience preferred.
    *
      Demonstrated work ethic, capable of disciplined self-motivation and commitment to the highest standards of professional integrity, maturity and judgment
    *
      Ability to multitask and work effectively under pressure to meet deadlines.
