The consulting practice is built around integrated core capabilities - people, process and technology and industry expertise - the capabilities needed to help clients to tackle their most complex challenges   Federal Practice - Deloitte Consulting LLP Deloitte Consulting's dynamic Federal Practice based in Washington D.C. and the surrounding Metropolitan area has opportunities for you to become part of their high-quality team that delivers innovative solutions to key Federal clients in financial management, business process improvement, strategy and operations, information systems development, package implementation, enterprise transformation, business process and applications outsourcing, and a full range of human capital advisory services.     Position Description:   This Role requires experience with the planning, training, control and supervision of combined arms operations.  The Operations Officer will establish doctrine, policy and priorities for I3MP projects.  Plans, controls and executes operations from IPT through Program Management level.  Prepares detailed plans which support execution of NSC and I3MP policies and strategy. Determines training needs of the I3MP government and contractor staff and prepares and supervises training to support those needs. Establishes policies and standards for performance and supervises efforts to meet Program cost, schedule, and performance.  Also, manages the professional development of the acquisition workforce assigned to I3MP. Establishes the composition of staff required to support plans, from the fiscally constrained force to the resourced force level. Provides Program Objective Memorandum and Budget information to the PEO EIS as required. Makes recommendations concerning the Tables of Organization and Equipment (TOE), Manpower Management, Force Modernization, and other strategic plans and reports as required by the PEO EIS.   Required Skills:   •        BA in business, Information Technology or related course of study •        5 + years of work experience in consulting or a related industry, with experience in financial management, accounting and/or budgeting  •        Experience with SMS •        Experience with Army IT projects and initiatives •        Familiar with Army Acquisition Regulations and Policy
  • US government experience required (either through federal employment, military service, or consulting to federal agencies)
  • Experience / familiarity with DoD PPBE budget and POM experience to include Mid-Year Execution and Budget submissions
  • Strong analytical skills (e.g., cost and benefit analysis, financial analysis)
  • Write and present information clearly, creating and delivering PowerPoint briefings to GS-14s, SES, and, at times, O-6 and flag officer levels
  • Knowledge U.S. federal financial regulations
  • Familiarity with U.S. government and DoD financial accounting systems
  • Ability to facilitate client meetings and workshops to define client processes and needs
  • Ability to comfortably interact with senior level client personnel, including supporting the preparation of and participating in executive briefings
Desired Skills:   •        Graduate of CGSC •        DAU Acquisition Certifications a plus •        Familiarity with processes in the DoD Acquisition Guidebook   Education Requirements
  • Undergraduate degree in business, finance, accounting, public administration, or a related discipline required.
  • Graduate degree (i.e., MBA, MPA) preferred.
Other Requirements
  • Active U.S. government security clearance or the ability to obtain a US government security clearance.
