SALARY RANGES: Range U: $20,357 - $23,897 per month Range V: $20,747 - $24,495 per month ELIGIBLE LIST INFORMATION The resulting eligible list will be used to fill vacancies within the Department of Developmental Services only. Eligibility expires 24 months after it is established unless the needs of the service and condition of the list warrant a change in this period. REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION
All applicants must meet the educational and/or experience requirements for this examination by the final filing date. All applications must include "to" and "from" employment dates (month/day/year); time base and official classification titles. It is your responsibility to make sure you meet the education and/or experience requirements stated. Your signature on the application indicates that you have read, understood, and possess the basic qualifications required. Qualifying experience may be combined on a proportionate basis if the requirements state below include more than one pattern and are distinguished as 'Either' I 'or' II 'or' III, etc. For example, candidates possessing qualifying experience amounting to 50% of the required time of Pattern I, and additional qualifying experience amounting to 50% of the required time in Pattern II, may be admitted to an examination as meeting 100% of the overall experience requirement. FILING STATUS CONSIDERATIONS: Applicants must have a permanent civil service appointment with the Department of Developmental Services as of the final filing date in order to take this examination; OR Must be a current or former employee of the Legislature for two or more years as defined in Governmental Code 18990; OR Must be a current or former non-elected exempt employee of the Executive Brand for two or more consecutive years as defined in Government Code 18992; OR Must be a person retired from the United States military, honorably discharged from active military duty with a service - connected disability, or honorably discharged from active duty as defined in Government Code 18991. ADDITIONAL REQUIREMENTS DRUG TESTING REQUIREMENT: Applicants for positions in this class are required to pass a drug-screening test. Testing of current employees who are applicants in an examination or who are trasferring is permitted only if the person does not have a current appointment to a class for which drug testing is a requirement. MINIMUM QUALIFICATIONS
Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Examiners. (Applicants who are in the process of securing approval of their qualifications by the Board of Medical Examiners or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment.)
AND
EITHER I One year of experience in the California state service performing the duties of a Program Director (Medical).
OR II Two years of experience in the California state service performing the duties of an Office of Program Review Consultant (Medical), State Hospitals.
OR III Five years of clinical experience as a Physician and Surgeon; Physician and Surgeon, Correctional Facility; Physician and Surgeon, Departments of Mental Health and Developmental Services; Staff Psychiatrist; Staff Psychiatrist, Correctional Facility; or Staff Psychiatrist, Departments of Mental Health and Developm ental Services working with developmental disability or mental disability clients. POSITION DESCRIPTION Under administrative direction of the Executive Director, to plan, organize, and direct the clinical treatment programs within a State hospital or developmental center; to assist the Executive Director in the formulation of overall policy for the State hospital or developmental center; and to do other related work. EXAMINATION INFORMATION
This Examination will consist of a Qualifications Appraisal Interview only. In order to obtain a position on the eligible list, a minimum of 70.00% must be obtained.
SCOPE OF EXAMINATION
Qualifications Appraisal - Weighted 100% Scope: In addition to evaluation the competitors' relative abilities as demonstrated by quality and breadth of experience, emphasis in the examining interview will be on measuring competitively, relative to job demands, each competitor's: Knowledge of: 1. Principles, procedures, and techniques used in planning, evaluating, and administering a multidisciplinary treatment program; 2. Principles and practices of personnel management and effective supervision; 3. California's laws and rules pertaining to hospital administration; 4. Principles and practices of community organization, management, and procedures; 5. Principles and methods of general medicine and surgery; 6. Principles and practices of psychiatry, psychiatric social work, physical therapy, psychology, and the rehabilitation therapies and other ancillary medical services. Ability to: 1. Formulate and manage a multidisciplinary patient treatment program; 2. Integrate the programs with the overall functions of the hospital or developmental center; 3. Communicate effectively; 4. Work independently in identifying the need for and developing proposed changes in program practices and procedures; 5. Analyze complex medical and administrative problems and take effective action. Education & Experience If conditions warrant, this examination may utilize and evaluation of each candidate's experience and education compared to a standard developed from the class specification. For this reason, it is especially important that each candidate take special care in accurately and completely filing out his or her application. List all experience relevant to the "Requirements for Admittance to the Examination" shown on this announcement, even if that experience goes beyond the seven-year limit printed on the applications. TYPICAL TASKS
Administers, evaluates, and approves the treatment, education, and research services; supervises a large clinical staff which includes psychiatrists, psychologists, physicians and surgeons, social workers, teachers, therapists, nurses, and psychiatric technicians; coordinates facility treatment functions with community health organizations by meeting with local government officials, agency representatives, community planning and advisory groups, volunteer groups, educational institutions, and others; implements Federal and State laws and departmental treatment policies; assures that treatment services are developed within the context of an overall planned effort with explicit goals and objectives, consistent with the mission of the Department of Mental Health and Department of Developmental Services; assures that overall planning is relevant to the needs of the clients/patients and consistent with community needs and the statewide delivery system within the resources available; coordinates with the Hospital Administrator or Clinical Director to assure that there is a full range of appropriate support services which provide quality care and programming to the clients/patients; represents the Executive Director in policy or decision making, meeting within the State hospital or developmental center, the Department, or with other agencies; resolves problems and establishes policies pertaining to treatment services in conjunction with the Executive Director, Hospital Administrator, or Clinical Director; insures that the treatment services achieve and maintain compliance with licensing and certification regulations; serves as a member of the Executive Director's policy-setting executive staff; arranges, as necessary, for consultation on difficult cases with medical authorities outside the State hospital or developmental center; and consults with staff members on unusual or difficult medical, surgical, or other treatment problems. Examination Locations: When a written test is part of the examination, it will be given in such places in California as the number of candidates and conditions warrant. Interview Scope: If an interview is conducted, in addition to the scope described on the reverse of this bulletin, the panel will consider education, experience, personal development, personal traits, and fitness. In appraising experience, ore weight will be given to the breath and depth of pertinent experience and evidence of the candidate's ability to accept and fulfill increasing responsibilities than the length of his/her experience. Evaluation of a candidate's personal development will include consideration of his/her recognition of his/her own training needs; his/her plans for self-development; and the progress he/she has made in his/her efforts toward self-development. General Qualifications: Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others; and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required. In open examinations, investigation may be made of employment records and personal history and fingerprinting may be required. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. If Promotional Examinations Only: Competition is limited to employees who have a permanent civil service appointment and military veterans that meet all the minimum qualifications.
