The Satellite Facility Supervisor series describes classes used to supervise the operation of satellite wagering facilities at the District Agricultural Associations and Cal Expo where a variety of horse races are broadcast.
Incumbents hire, train, and supervise employees; resolve problems and questions of patrons relating to racing and wagering operations; enforce laws and rules related to satellite wagering; close wagering on each race; oversee performance of licensed parimutuel staff; prepare official daily minutes of the satellite operation; interpret and apply provisions of labor agreements; develop methods and make appearances to promote the satellite horse wagering operation; develop work schedules and plan for part-time employees during peak times of the satellite racing seasons; promote and direct preparations for use of the satellite facilities by interim users; responsible for financial record keeping and reporting; contract for maintenance and repair of equipment and the facility; resolve complaints of patrons; investigate and resolve employees' discipline and other problems; ensure compliance with laws, rules, and regulations pertaining to satellite wagering; and ensure facilities are maintained in accordance with Health and Safety Codes . A Departmental “Open” list will be established for the California Department of Food and Agriculture. The eligible list will be abolished 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period. Qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as "Either" I, "Or" II, "Or" III, etc. For example, candidates possessing qualifying experience amounting to 50 percent of the required time of Pattern I, and additional experience amounting to 50 percent of the required time of Pattern II, may be admitted to the examination as meeting 100 percent of the overall experience requirement.
Possession of a license as an Intertrack Operations Steward issued by the California Horse Racing Board. (Applicants will be admitted to the exam but must secure the required license prior to assuming Intertrack Operations Steward responsibilities.)
EITHER I One year of experience performing the duties of a District Fair Business Assistant I in the California state service.
OR II Two years of experience supervising activities, facilities, or other operations that included providing a service to, and maintaining relations with, the public, and supervising subordinates. POSITION DESCRIPTION
This is the first supervisory level. Under general supervision, incumbents supervise shifts of satellite wagering operations when the Satellite Facility Supervisor is absent. EXAMINATION INFORMATION
This examination will consist of a Qualification Appraisal Interview only. The interview will include a number of predetermined job-related questions.
Competitors who do not appear for the interview will be disqualified. In order to obtain a position on the eligible list, a minimum rating of 70% must be attained in the interview.
QUALIFICATIONS APPRAISAL INTERVIEW – WEIGHTED 100%
The California Department of Food and Agriculture and the State Personnel Board reserves the right to revise the examination plan to better meet the needs of the service if the circumstances under which this examination was planned change. Eligible Lists: Eligible lists established by competitive examination, regardless of date, must be used in the following order: 1) sub-divisional promotional, 2) departmental promotional, 3) multi-departmental promotional, 4) service-wide promotional, 5) departmental open, 6) open. When there are two lists of the same kind, the older must be used first. Eligible lists will expire in one to four years unless otherwise stated on the bulletin. Veterans’ Preference Points: California Law (Government Code 18971-18978) allows the granting of Veterans’ Preference Points in Open entrance and Open, Non-Promotional entrance examinations. Veterans’ Preference Points will be added to the final score of all competitors who are successful in these types of examinations, and who qualify for and have requested these points by mail. I n Open entrance examinations, Veterans’ Preference Points are granted as follows: 10 points for veterans, widows, and widowers of veterans, and spouses of 100% disabled veterans; and 15 points for disabled veterans. Employees who have achieved permanent State civil service status are not eligible to receive Veterans’ Preference Points. Permanent State civil service status means the status of an employee who is lawfully retained in his/her position after completion of the applicable probationary period. This includes permanent intermittent, part-time, and full-time appointments. In addition, individuals who at any time achieved permanent State civil service status and subsequently resigned or were dismissed from State civil service are not eligible to receive Veterans’ Preference Points.
