Job Purpose - Manage the staff of H&S auditors to ensure audits are conducted on a defined frequency, consulting with the field CM and DEP resident engineering staff to resolve deficiencies found, prepare executive level reports on contractors performing non-compliance to EH&S contractor requirements and regulatory and NYCDEP policies and procedures Position reports to Technical Director / Health & Safety Compliance Assignment may cover one of three territory/ Upstate - from NY city line north to Gilboa, NY and west to Deposit, NY. / North Area - NY City from the LIE north to the NYC line. / South Area - NYC from the LIE south to the NYC line, including Staten Island. Qualifications: BA or BS with 5 to 10 years Health and Safety experience in Heavy Construction (or 10 to 20 years without degree). Must have experience managing a diverse group of professionals to achieve areas goals along with the goals of our client. Successful candidate must possess a working knowledge of OSHA General Industry and Construction Standards. OSHA 30-Hour required with 500 Instructor preferred. Must have a valid driver's license. Must have ability to read and interpret documents such as safety rules and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees and at meetings. Possess good computer skills. Ability to recognize Safety and Health hazards on Heavy Construction sites and be able to mitigate. Duties: Responsible for supervising a staff of upwards of four (4) H&S field auditors performing audits of construction sites throughout all of the NYCDEP BEDC project sites; • Review the performance of H&S field auditors in the areas of H&S compliance as it relates to auditing of the prime contractors and contract site management to their H&S contractual responsibilities; Mentor & Provide direction and guidance; • Periodically accompany the auditor during their audits to assess their understanding of the H&S compliance and their ability to properly audit the contractors and report observations and findings; • Audit the findings that are entered in the DBO2 database by the auditor under their supervision and ensure that the audits are entered in DBO2 on a timely basis and represent the conditions found on the site; Track open issues in DBO2; • Monitor the number and quality of these audits and provide feedback to the auditor in areas needing improvement; • Participate in monthly site Issues and Task Meetings and present audit findings on each project to assist in improving EH&S performance on the site; • Represent BEDC on all matters related to EH&S as directed and to interact with all levels of the site contract management team and the BEDC EH&S and NYCDEP project management team; • Act as the lead during an incident investigation and review all documents as directed by BEDC EH&S; Prepared executive level reports to the DEP related to incident investigation and recommendations for improvement; • Research and interpret all H&S regulations and NYCDEP H&S policies and procedures and make recommendations to ensure that the audit findings are correctly cited during the audit by the auditors under their supervision; • Coordinate ETASC JV H&S auditor schedule to ensure that the construction activities of the contractors are being observed and evaluated; • Interface with the contractors SP when issues occur; • Interview candidates for contractor SSR as requested by the DEP. Prepare a written evaluation and recommendation on each interview; • Conduct Training on a variety of H&S issues as requested by the DEP to include Hot Work, FRTK, Spill prevention and reporting, fall protection, working on scaffold, etc... Assist in revising new programs to be given to BEDC employees such as non-routine tasks; • Attend Progress meetings when the ETASC JV H&S auditor is not available; • Prepare six (6) month evaluations for each prime contractor. Coordinate the review with the ECM and the RE and maintain a comprehensive database of all evaluations; • Attend Pre-Award, Pre-Construction meeting with contractors as requested by the DEP. Prepare a written evaluation and recommendation on each Pre-Award meeting. Perform an internet search for past OSHA violations. Compare search results with contractor submittals. Perform a DBO2 search for past safety observations for contractors that currently have BEDC contracts; • Prepare documentation for contractor specific reviews when contractors are not meeting expected H&S performance. These reviews can be requested by the DEP for the following reasons: High number of unsafe observations, major accident that did or could have resulted in a serious injury or major damage to DEP property and failure of the contractor to correct safety or environmental issues in a timely manner; • Participate in OEHSC audits of BEDC construction sites as directed by BEDC. Attend OEHSC mini-meetings and discuss and challenge findings assigned to BEDC. Follow-up on BEDC issues addressed at these meetings; • Respond 24/7 to all projects when emergencies occur and act as representative of BEDC; • Continually adjust assignment schedules to ensure adequate site coverage for each ETASC H&S auditor; Prepare/compile and distribute weekly schedule in according to established procedures; • Investigate and recommend to BEDC, site SP's and SSR's that are not in compliance with the contractor; • Coordinate with ETASC JV environmental team to relay environmental findings and ensure timely corrective action is taken; • Assist in reviewing SSHASP's for Upstate Projects; • Act as the liaison between the site ECM, Contract Supervisor and RE to resolve EH&S findings during audits performed by the ETASC JV Staff. • Develop and Maintain Records
