The World Bank Group is a global financial organization based in downtown Washington, DC with country offices in 120+ countries. The Information Solutions Group (ISG) is the Information Technology division within the World Bank. We provide core IT infrastructure and business application services to the World Bank Group (WBG), including our Washington DC headquarters and Country Office locations around the world. The WB IT strategy is designed to align IT initiatives with the Bank’s business strategy. The overarching objective is to ensure that end-users have the information and systems to do their job at HQ or in the Country Offices. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with ISG. The Technology and Engineering department (ISGTE), composed of about 250 personnel, is responsible for providing and maintaining the IT infrastructure framework on top of which business applications and customers are serviced on an efficient and cost-effective manner. The organization strives to provide quality services to meet a variety of business requirements and its performance is regularly assessed by means of industry relevant benchmarks and annual certification/compliance with standards frameworks like SOX, ISO2000, and ISO27001. The ISGTE scope of activities is composed of a wide range of services including Data Center operations, Global Network, Telecommunications, Video-Conferencing, Desktop and server support for Windows, UNIX, and Linux, Email, Collaboration, Document Management, Portals, WEB, Financial & HR platform support including SAP and PeopleSoft. The services are tightly integrated and standardized in a way to provide 24x7 availability and transparency to some 13,000 users spread throughout DC headquarters and country offices. The ISGTE organization is also proud of the quality of its cadre of IT professionals. It has over the years emphasized the hiring of the right set of people equipped with the means to adjust to a culture of excellence and dedicated to promote IT as an enabler of the core missions of the Bank. The selected candidate will work in the web systems infrastructure team of ISGTE. This team provides comprehensive infrastructure to the intranet, external web, portals, and other web application. The solution platform is based on IBM Websphere, Microsoft Windows .Net, and Cisco ACE load balancers. Activities include complete support for end users, application developers and system integrators to the WBG (World Bank and IFC). Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment.
Duties and Accountabilities • Systems Engineering Officer will provide Web Systems Administration for key eBusiness applications supported by World Bank Group. • Responsible for engineering, configuration and maintenance of Websphere suite of products • Responsible for engineering, configuration and maintenance of web system management tools. • Responsible for engineering, configuration and maintenance of Microsoft .Net suite of products • Responsible for working with developers in detecting performance problems including analysis of traffic patterns, scalability, load testing and redundancy for worldwide user community • Responsible for engineering, configuration and maintenance of Microsoft SharePoint Services. • Responsible for engineering, configuration and maintenance of web system integration services • Responsible for engineering, configuration, and maintenance of iPlanet web server, JBoss application server, Cold Fusion, Apache Tomcat • Responsible for engineering, configuration and maintenance of Cisco ACE Load Balancer solution • Responsible for engineering, configuration and maintenance of web content management technical solution • Responsible for engineering, configuration and maintenance of web application firewall solution • Responsible for web single sign-on of web system using CA Site Minder and Federated services • Manage the availability of web applications services using Oracle databases, MS SQL Server databases, load balancers, and EMC storage • Provide continuous monitoring, troubleshooting, historical and real time performance monitoring of the web application environments. • Develop and maintain Unix scripts and Windows scripts supporting the administration function. • Manage the setup of web systems services at Business Continuity Center. • Develop and document detailed system specifications for major systems installations based on ITIL processes and standards (ISO 200000 and ISO 270001) • Evaluate and recommend system management and security related products • Develop policies and procedures for the management and operation of ISGTE’s Information and technology (IT) infrastructure • Present proposed solutions to various team including management
Selection Criteria • MA/MS in Computer Science, or Business Management of Information Systems, or equivalent combination of education and experience. BS/BA is minimum education requirement • 5 - 10 Years of Relevant Experience • Strong Production experience in managing Websphere suite of software in clustered load balanced environment for mission critical system • In depth understanding of Websphere suite of products operating in Unix, and/or Linux environment • In depth understanding of Microsoft .Net suite of products and SharePoint services • In depth understanding of Load Balancer solution to provide high availability to geographically distributed data centers • In depth understanding of web content management technical solution • Good understanding of web application firewall • Good understanding of web single sign-on using CA Site Minder, iPlanet web server, JBoss, Cold Fusion • Manage Production systems for mission critical applications in complex environment with minimum supervision. • Lead implementation of complex web infrastructure projects • Strong knowledge of systems integration, and analytical skills to maintain complex web portals • Strong knowledge of Solaris, AIX and Linux operating system environment. Relevant experience with system backup and recovery • IBM Websphere, Microsoft .Net Certification and/or equivalent experience. • Experience with Perl and other Unix scripting languages. • Good understanding of Oracle database system, Microsoft SQL Server, EMC storage infrastructure, network segmentation and load balancers. • Liaison with vendor for product purchases, support and relationship management • Manage web security vulnerabilities and take necessary remedial actions • Initiative and resourcefulness in complex environments; flexibility and the ability to effectively prioritize conflicting demands in high-pressure and time-critical situations are essential. • Ability to diagnose and resolve technical problems independently as well as in collaboration with a team; strong team player. • Superior communication and presentation skills - both verbal and written. • Excellent interpersonal skills, including ability to work effectively in a team/task force as a participant or team leader. • Proven conceptual, analytical and evaluation skills. • Proven ability to clearly and concisely prepare, present, discuss and defend recommendations at senior levels and to produce a wide range of deliverables such as memoranda, requirements documents, status reports, terms of reference (TORs), project plans, etc. • Demonstrated sensitivity to the Bank’s distinctive demographics and cross cultural context and influences, and ability to build effective work relationships with clients and colleagues. • Fluent in verbal and written English.
