The individual in this position will work on Fannie Mae's implementation of certain programs under the U.S. Department of the Treasury's ("Treasury") Making Home Affordable initiative.  U.S. citizenship or permanent residency status is required by Treasury for such individual, as is execution of a nondisclosure agreement and compliance with other Fannie Mae requirements per Treasury's guidelines.



JOB INFORMATION



Plan and direct work in a unit whose staff examine, assess, and document business operations and procedures of operating or administrative unit(s). Plan and direct ways in which these procedures can be incorporated into IT/IS systems and applications that are designed to enable the operating unit to accomplish its objectives. Provide guidance to IT/IS specialists in development projects to assist in developing specifications and functionalities in IT systems.



KEY JOB FUNCTIONS





  • Plan and direct efforts to analyze, understand, and document, business processes in a business unit or corporate office. Oversee efforts of direct report staff to render these processes into specifications for application development projects.

  • Set standards and methodology for staff to translate business processes into specifications for coding into software. Provide technical input into checking or QCing development work as it proceeds.

  • Confer with management of client business units to assess how changed or new operating procedures may change existing applications or create requirements for new applications.

  • Provide consultation or technical lead to development projects at requirements development stage, and to assess how well application answers business needs of client for whom application is being developed.

  • Report to senior management on the unit's production, activities, and efforts.

  • Represent the unit as an expert or resource to cross-functional project or coordinating teams.

  • Plan, document, and manage the performance of subordinate managers and/or staff. Provide for professional or technical growth through assignment, mentoring, or training.

  • Plan and manage the unit's budget. Approve expenditures or budget transfers.

EDUCATION


  • Bachelor's Degree or Equivalent required


MINIMUM EXPERIENCE


  • 8-10 years of related experience


SPECIALIZED KNOWLEDGE & SKILLS


 



  • Demonstrated ability to lead / manage medium-high degree complexity projects through the system development life-cycle through implementation.

  • Very good interpersonal skills with ability to work in a team environment to achieve individual objectives and organizational results.

  • Flexibility to work additional hours on an as needed basis to meet deadlines.

  • Ability to work in a fast-paced environment and manage well through ambiguity and complexity.

  • Travel (moderate)
