Position Description
Morgan Stanley’s Environment, Social Finance and Community Reinvestment (ESFCR) Group coordinates the Firm’s pursuit of business opportunities that deliver both (1) commercial returns and (2) environmental and social returns.  Our Community Reinvestment team is dedicated to implementing a first-rate Community Reinvestment program that demonstrates leadership in community development in lower-income communities in Utah, New York and specific target markets nationwide.

The Community Relations and Compliance team seeks a CRA Compliance Officer to work in partnership with the team to ensure CRA Programs and Goals are defined and met that will result in Outstanding ratings on the performance evaluations of MSBNA (Utah) and MSPBNA (metropolitan NY).  This individual will report to the Director of CRA and Community Relations, and will manage the work of the CRA Data Analyst.

Responsibilities

Program Management
Manage the development, analysis and interpretation of data to ensure Morgan Stanley Banks (NA and MSPBNA) are setting and meeting goals to attain an Outstanding Rating on their respective CRA exams.

Work with Community Reinvestment team to:
• Set goals for all products and services: loans, investments, grants and community development services
• Develop appropriate metrics to demonstrate impact on communities
• Monitor and track lending, investment, grant and service activity to measure performance against the goals on an ongoing basis
• Monitor HMDA data for Mortgage Stanley Credit Corp (MSCC) to identify gaps in household and geographic coverage in assessment area(s)
• Develop and manage regular self-assessments on lending, investing and services for use by the Community Reinvestment team
• Provide advice and counsel to the team on fixing deficiencies and adjusting goals throughout the CRA program
• Monitor CRA activities of other similarly situated institutions to ensure Morgan Stanley is among the top three
• Regularly benchmark similarly situated banks based on public CRA performance evaluations


Reporting Management
In concert with the Community Reinvestment Team oversee the development and distribution of high quality reporting both to relevant regulatory agencies and to critical Morgan Stanley business partners and government relations.

• Lead the CRA team through exam preparation for MSBNA and MSPBNA---exams currently occur every three years
• Develop CRA reports, Board reports, and Departmental presentations ---both quarterly and as required
• Actively monitor regulatory development and programmatic trends in the market

Research Development
Work with the Community Reinvestment team to review, undertake and/or commission quantitative and qualitative research on various community development topics related to affordable housing, workforce development, and economic development

Skills Required
Skills Required
• 5 to 10 years of senior level CRA Regulatory Compliance experience required
• BS/BA in Finance, Economics or Accounting or related field
• Experience in interpreting and analyzing regulatory change and assessing impact on financial institutions
• Very strong analytical and technical skills
• Excellent written and oral communications skills, including reporting and presentation skills
• Ability to work in a consultative manner with team partners, business partners and regulators a must
• Ability to work with and gain support of top management
• Well organized, energetic and detailed oriented, fully able to manage time effectively and meet tight deadlines.  
• Excellent PC skills
