Job Description:

The jobholder will be an active member of the EMEA Procurement Leadership team and will be responsible for managing the all aspects of Procurement Operations across the region.



  • Act as an integral part of the EMEA Procurement management team and participate in shaping and implementing EMEA procurement strategies and activities.

  • Manage the Region's Procurement CoE in Budapest which currently provides the following services:

  • RFP and Tactical support utility

  • Contract management utility

  • Citi Approved Supplier Program (CASP).

  • Develop the CoE to improve current the existing suite of backoffice (Procurement) support services and then increase the scope to include the capability for managing sourcing deals and programs across the region.

  • Participate in the development, implementation and monitoring of Regional purchasing policies and procedures and ensure they align with Group requirements.

  • Ensure full compliance with purchasing policies, procedures and standards, ethical practices, and adherence to relevant laws and regulations.

  • Develop relationships with other CSS departments, including Payment Services, P2P Development and Customer Service to ensure consistent processes

  • Manage and develop of the Region's Procurement Systems strategy (in conjunction with Group systems lead). Also ensure Region wide deployment within and ongoing support to users.

  • Work with Strategic Sourcing as part of Integrated Procurement teams, manage all RF(x) and eAuction activity across all commodities, support all tactical sourcing needs.

  • Ensure all contracts are properly executed, filed and electronically loaded into CPS systems for retention.

  • Manage the deployment of the Global Vendor Risk Program and CASP.

  • Ensure that the Global Vendor Risk program recognises local needs based on regional market, regulatory and legislative restrictions.

  • Manage the Purchasing Operations and Administration team, approve PO's as required, ensure P2P catalog research and implementation, support all P2P release testing for PO module, manage PO creation against $3B spend across EMEA. Manage and monitor SLA's and operational metrics.

  • Ensure effective management of c40 staff split largely between London and Budapest ensuring a clear communication strategy, clear roles and responsibilities, objectives and performance and development plans.

Knowledge/Experience:



  • Self-motivated, takes initiative and has the ability to effectively organize, multi-task and prioritize a wide array of initiatives. Has an aptitude for innovation.

  • Strong control and compliance skills.

  • Highly computer literate with advanced knowledge of MS Office tools especially Powerpoint, Excel & Access

  • Proven verbal and written business communication skills inc

  • Strong organisational design, planning and managment skills.

  • Project management, preferably within an international context.

  • Fluent written and spoken English, other European languages an advantage

  • Extensive previous Procurement experience including international exposure.

  • Ability to develop, implement and monitor robust corporate policies, procedures and controls.

  • Offshoring of back office processes and managing captive.

  • Knowledge of ERP systems and eProcurement tools such as Oracle, Procure-to-Pay, eAuction, eRFX, etc. is a plus.

  • Experience in leading strategic sourcing programs and program management.

  • Ability to interact with all levels of management in a professional and positive manner.
