The Information Solutions Group (ISG) is the Information Technology division within the World Bank. It provides core IT infrastructure and business application services to the World Bank, including the Washington DC headquarters and the Country Offices. The WB IT strategy is designed to align IT initiatives with the Bank’s business strategy and with the overarching objective of ensuring that end-users have uniform and ease of access to information and systems from either HQ or Country Offices. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with ISG. The Technology and Engineering department (ISGTE) is responsible for providing and maintaining the IT infrastructure framework on top of which business applications and customers are serviced in an efficient and cost-effective manner. The organization strives to provide quality services to meet a variety of business requirements and its performance is regularly assessed by means of industry relevant benchmarks and annual certification/compliance with standards frameworks such as SOX, ISO2000, and ISO27001. The ISGTE scope of activities is composed of a wide range of services including Data Center operations, Global Network, Telecommunications, Video-Conferencing, Desktop and server support for Windows, UNIX, and Linux, Email, Collaboration, Portals, WEB, Financial & HR platform support including SAP and PeopleSoft. The services are tightly integrated and standardized in a way to provide 24x7 availability and transparency to some 13,000 users spread throughout DC headquarters and country offices. The Global Communications Unit (ISGGC) of ISGTE is responsible for providing worldwide communications services for the World Bank Group in its offices in more than 130 countries worldwide. ISGGC is implementing a next generation Integrated Communications Platform (ICP) project, based on Cisco technology, that will ultimately integrate voice, video, email, collaboration, instant messaging and other communication tools within a single IP-enabled system serving all WBG offices. The initial implementation of the ICP, currently in final planning stages, will provide voice and related services. ISGGC is also exploring Cisco Telepresence and similar immersive video technologies to enhance its existing worldwide video conference services, which today are based on a Polycom platform. ISGGC is seeking to recruit a Senior Telecommunications Officer to provide leadership, technical strategy, design, development, and implementation engineering for integration of the current and future voice and videoconferencing services. Part of the role of the Senior Telecommunications Officer will be to provide leadership in developing the strategy to integrate video and collaboration (which today are separate services) under the ICP umbrella. This will involve the review and analysis of competing technologies, transition/integration costs/risks, and an assessment of end-user impact. The position will report to the Senior Team Lead for Integrated Communications. The position will work closely with the ICP Project team, the engineering teams of the Voice unit, the Video unit, the Global Network unit and the Network Engineering unit within ISGGC. The Senior Telecommunications Officer will also work with staff in other units in ISG, including Mail and Collaboration, Desktop Services among others.
Duties and Accountabilities • Create strategic plan, test methodology, implementation plan, and maintenance regimen for migration of Video Services (Videoconferencing, Video Streaming, Digital Recording, and Video Hosting services) to the Integrated Communications Platform based on best industry practice and standards. • Develop a transition plan to bridge current and planned videoconferencing infrastructure to ICP, which will be based on a Cisco IP Telephony platform. Current infrastructure includes: o An installed H.323 architecture with its components: video bridges (Polycom MGC-100 and RMX 2000), gatekeepers (Cisco), IP-to-IP gateways (Cisco), radius servers (Cisco), and videoconferencing end-points (Polycom HDX, VSX, FX, VS-4000, PVX), and IP-to-ISDN gateways (Cisco). o A piloted SIP architecture consisting of Call Manager Version 6.1 (Cisco) with trunks defined to interconnect with the existing H.323 architecture, SIP enabled videoconferencing bridges, and SIP endpoints distributed throughout the World Bank Global Network. o A supporting Information Management System (IMS) based on applications such as a network-aware scheduling system Polycom Conference Suite (PCS), Polycom Converged Management Application (CMA), Global Management System (Polycom), custom made real-time operations monitoring system (OmniView), IBM’s Web-Sphere application server, multiple web servers, One-Click software video bridges (Radvision), and an automation server for ad hoc scheduling of videoconferences from the calendar application in Lotus Notes. • Understand all the architectural aspects of creating a unified communications environment upon which voice and videoconferencing will be provided as a seamless integrated service to enable the business of the World Bank Group. • Create and implement a strategy for management of limited wide-area network bandwidth resources to WBG Country Offices for scheduled and on-demand voice and videoconferencing sessions with due regard for all traffic competing for bandwidth. • Determine videoconference scheduling system required to implement Video Services in ICP with due consideration to bandwidth management, allocation of staff resources, the internal chargeback mechanism, and the necessity to integrate this system for “one stop” shopping for end-user scheduling. • Provide guidelines for quality assurance measurement of video, voice, and data services in a converged global network including determination of end user experience criteria such as Mean Opinion Score (MOS). • Provide training, guidance, and support to Voice and Video unit staff including VC reservations team, NOC staff, and overseas IT staff. • Stay abreast of development in the communications and collaboration industry, and to provide technical leadership in the World Bank Group working with the Lead Network Architect of ISGGC, the Chief Enterprise Architect of the World Bank Group, and others as well as to evolve the WBG voice and video architecture and standards for meeting business needs. • Conduct and oversee tests of latest videoconferencing equipment and software to determine compatibility with World Bank standards, including but not limited to Cisco Telepresence and Tandberg Video systems.
Selection Criteria This position is part of the World Bank’s Information Solutions Network family of jobs. Accordingly the Information Solutions Network board sets overall guidance for all jobs within the ISN family. Education and Experience o Minimum Education: Master of Science (MS) Degree in electrical engineering, computer science, or information management, plus professional training in project management or equivalent combination of BS/BA and experience. o Minimum Years of Relevant Experience: 10 Years o Must have a thorough and complete understanding of video, audio, data, and network standards including relevant industry products and practices such as ITU standards H.320 and H.323, video coding H.261, H.263, and H.264, audio algorithms G.711, G.722, G.728, G.729, and G.722.1, and data sharing T.120. o Extended knowledge of ISO-20000 and ISO-27001 set of standards is highly desirable. o Must have demonstrated skills in designing and architecting voice, video and videoconferencing infrastructure and integration of voice and videoconference architecture within a broader digital information environment. o Must have solid understanding of related technologies such as IP telephony, email, and networks in order to work effectively with other groups. o Experience in designing and implementing Quality of Service (QoS) for video and voice applications in a H.323 and SIP environment. o Knowledge of bandwidth reservation for scheduled video conferences using RSVP protocol as part of providing QoS. o Must have expertise in Cisco networking (CCIE preferred), Cisco IP Telephony, and experience with leading Video Conferencing providers such as Tandberg or Polycom. Direct experience with Cisco Telepresence is a plus.
