Senior level Enterprise Risk  Manager / attorney with 25 years litigation experience and extensive expertise in risk mitigation, risk transfer and risk financing.  Fields of expertise include workers’ compensation, property, fleet, systems, and processes.

KEY ACCOMPLISHMENTS

Transactional Management
•	Designed and implemented “Best in Class” risk mitigation programs, risk transfer and risk finance programs for: 
o	$74 million annual worker’ compensation program resulting in better tracking of loss information which could readily be used to track and address loss. 
o	$6.6 billion of State property resulting in a reduction of $600,000 in premiums.
•	Oversaw the procurement of specialty insurance products including marine, inland marine, helicopter, airport, D&O, property, AD&D, workers’ compensation, K&R, crime policies and performance bonds.
•	Represented the Department of Treasury on the New Jersey State Hazard Mitigation Team
•	Provided legislative analysis and legal interpretation to the Department of Treasury, department Chiefs-of-Staff, Directors and Human Resources personnel.
•	Developed protocols for 
o	Business Continuity Planning
o	Comprehensive risk assessments by program and by facility
o	Flood evacuation procedures for State buildings involving geriatric, psychiatric and developmentally challenged individuals, sensitive materials, historic objects and works of art, the public and State employees.

Leadership Alliances
•	Restructured the State of New Jersey, Bureau of Risk Management to streamline the handling of approximately 8,000 annual workers’ compensation claims, property claims in excess of $10,000 and the subrogation / third party claims unit (increasing recoveries by 23% within 20 months)
•	Established and directed the Statewide risk management resource bank for key personnel in the different departments of State to provide resources for the specific risks incumbent to different departments.
•	Provided training and resources for development of safety committees from the facility or program level to the executive level.  The programs provided the tools for effectuating a cultural shift towards risk.
•	Worked closely with legal counsel on issues including drafting documents for transferring risk (contracts and finance bonds) and litigation of liability and workers’ compensation claims.


 
EXPERIENCE

STATE OF NEW JERSEY, DEPARTMENT OF THE TREASURY
Deputy Director, Bureau of Risk Management					2004-2006

•	Developed and implemented models and procedures for reducing losses for the State in the areas of property, workers’ compensation, fleet exposures, subrogation and third party actions, including establishing plans and procedures to ensure that the improvements to the system are sustained.  Created an Enterprise Risk Program resource center to address the myriad of issues faced by the different departments of State including prisons, psychiatric and developmental centers, an aquarium ($42.5 Million) office buildings, crime laboratories, performance theaters, museums and historic buildings.  Developed the State’s risk transfer and risk finance programs.

•	Worked closely with the Governor’s Office, Deputy Commissioners, Chiefs of Staff, directors, H.R. personnel and local safety committees.

•	Responsible for developing and maintaining the State’s risk management budget.

•	Supervisor of the New Jersey Workers’ Compensation Department for Fireman’s Fund Ins., Co., including involvement in the preparation and presentation of litigated matters and development of claims settlement strategies
